EU launches €1.5 billion Battery Booster Facility to accelerate European battery manufacturing
The European Commission has launched the Battery Booster Facility, a new €1.5 billion financing instrument designed to support the scale-up of battery cell manufacturing in Europe.
Funded through the EU Innovation Fund, the Facility will provide interest-free loans of up to €500 million per project to emerging battery manufacturers facing the financial and operational challenges associated with industrial production ramp-up. The call opened on 28 July 2026, with applications due by 30 September 2026.
Supporting the transition to commercial production
The transition from a completed manufacturing facility to stable, high-volume production is one of the most challenging stages in the development of a battery company. During this period, manufacturers must increase production while dealing with initially low yields, high material and energy consumption, production losses, quality requirements and substantial operating costs.
The Battery Booster Facility aims to address this financing gap by helping manufacturers reach full commercial capacity, strengthen their financial position and attract additional private investment.
The initiative forms part of the wider EU Battery Booster Strategy, which seeks to improve the competitiveness and resilience of the European battery value chain, reduce strategic dependencies and reinforce Europe’s industrial manufacturing capacity.
A highly targeted call
The Facility is intended for private companies established in the European Economic Area that are already entering the production ramp-up phase.
Eligible projects must involve battery cell manufacturing for electric-vehicle applications and have a planned annual production capacity of at least 10 GWh. The project must also represent the applicant’s first full commercial-scale electric-vehicle battery cell production facility globally.
Projects limited to the assembly of battery components, modules or battery packs are not eligible unless battery cell production remains the core activity.
Selected projects may receive loans covering up to 60% of eligible project costs, with a maximum contribution of €500 million. Eligible costs may include personnel, raw materials, energy, supplies, contracted services and capital expenditure directly linked to the ramp-up phase.
Focus on maturity and European added value
Proposals will be assessed according to three main criteria:
- financial maturity and economic viability;
- technical maturity; and
- contribution to the European economy.
Applicants will therefore need to demonstrate a credible pathway towards stable commercial production, a realistic business and financing plan, secure supply and offtake arrangements, and the capacity to repay the loan.
Strong importance will also be placed on European added value. This may include strengthening EU-based supply chains, reducing dependencies on critical raw materials, developing intellectual property in Europe, creating skilled employment and supporting European downstream industries.
Bridging the industrialisation gap
The Battery Booster Facility addresses a key challenge for clean technology innovators: moving from a technically proven manufacturing process to competitive industrial-scale production.
While its eligibility conditions are narrow and primarily target advanced electric-vehicle battery cell manufacturers, the Facility represents an important addition to the Innovation Fund landscape. It introduces a dedicated financing mechanism for the production ramp-up phase, complementing existing EU support for research, demonstration and first-of-a-kind deployment.
By supporting manufacturers during this critical stage, the EU aims to accelerate the development of a competitive European battery industry and strengthen Europe’s long-term industrial resilience and strategic autonomy.
